These foam spacers are excelently made by Andrew The Maker. Made of a high density closed cell foam that won't absorb water, they are 3/8" thick and fit straps up to 1". Sold by the pair and essential to running a bag with a dowel on most handlebars, I suggest buying two pairs if your stem is anything but the lowest of profiles.
